Fleecehold Petition
Claire Young MP and local Liberal Democrats are campaigning to end the practice of managing new housing estates through 'Fleecehold' arrangements.
Under these arrangements, which are commonly put in place on new housing estates, residents are required to pay ongoing fees to private management companies for the maintenance of communal areas and open spaces. These costs can be high, poorly regulated and difficult to challenge.
In many cases, buyers are not made fully aware of these long term financial obligations until after they have purchased their homes.
Our campaign highlights the unfair burden placed on homeowners and the lack of transparency and accountability in the current system. It calls on the Government to:
- End the use of ‘Fleecehold’ arrangements for new developments. They should have their communal areas and open space managed by councils, not external management companies.
- Make it easier for resident committees to take over the management of existing developments to allow for more control over costs and billing.
- Limit the fees that management companies are allowed to charge residents on existing developments for repairs and maintenance.
- Give residents the power to take action against management companies when they over-charge for maintenance or fail to deliver what is promised.
